You can use quotation marks when you are directly quoting what someone says in a sentence. Quotation marks can be used either to quote a full sentence or statement, or a few words. You can also make air quotes with your fingers when you are speaking and quoting someone, but this is mainly done to be annoying. You can find more information here:
